SW Locums are searching for staff top work as Operations Support Managers. The Covid-19 pandemic has identified a number of logistical and operational challenges not previously faced by local authorities. There is a new requirement to provide operational teams to support vaccination activities at pop-up sites, the need for operational oversight and management of a number of covid test sites in City & Hackney, provide surge testing operations, and to supply care settings, businesses, charities & residents with PPE and test kits.

In addition, new teams of operational staff now engage with community, champions, community groups, residents and businesses across Hackney and CoL to provide information, guidance, support, and access to safe testing to identify and combat coronavirus, and promote safe health behaviours. The City & Hackney Public Health Team aims to ensure all residents are aware of the government support on offer and make it available to every corner of the community and as such, the Health Protection Logistics & Operations teams are at the front end of the City and Hackney’s response to the challenges brought about by the pandemic.

PURPOSE OF THE JOB:

Working alongside the Health Protection Testing Team, the post holder will be responsible for leading the Operations Support function to provide on-site facilitation of logistics and operations to the clinical vaccination team and other covid operations across LBH & CoL.

In addition, the role will act as City & Hackney’s liaison officer and first point of contact for on-site support to DHSC run test site operations.

A detailed knowledge and understanding of Operations Management standards and good practice, together with a general understanding of the Health Protection Operations processes, or able to learn these.

Qualification in Operations Management and/or Logistics discipline(s) or relevant experience of 3 or more years
Partnership and Multi-Agency Working. Ability to lead and participate in multi-agency working involving public, private and voluntary organisations.
Proven organisational and administrative skills and experience, the ability to work under own initiative and as a team player, to prioritise effectively and to work under pressure to meet tight deadlines;
Good communication skills (both written and oral) in English with the ability to produce in-depth written reports with strong attention to detail and accuracy.
Computer literate with experience of working in Windows environment and ability to translate that to use the Council’s chosen system of Google Suite.

Must hold a full UK driving licence for manual cars and be willing to drive bulky, long wheelbase vehicles attached to B + E Trailers

KEY ACCOUNTABILITIES:

The post holder will:-
Work autonomously to support the clinical vaccination team in delivering a safe and efficient outreach vaccination project, targeting underserved communities where vaccine uptake is low
Facilitate and provide operational support in the form of vehicle & equipment logistics, volunteer staff management and oversight of operations support teams at City & Hackney run Health Protection Covid Operations
Be first point of contact and liaison officer for DHSC run covid operations within City & Hackney and oversee any local authority interaction at these sites. For example, agency staff and security acting on behalf of the council at LBH/CoL owned sites
Assist in the development and implementation of the plans, protocols and procedures required to deliver operational service elements of the outreach vaccination project
Provide detailed evaluation of potential new sites and assess suitability for clinical use
Complete and oversee detailed risk assessments for mobile and static sites to be used for clinical tasks (i.e on-site vaccinations)
Management of 2 x Operational Lead Officers – directing workload, providing guidance and support on all matters operational
Delivery of vaccination trailer and operational equipment to mobile sites
Undergo “train the trainer” course in conflict management
Deliver training and brief staff in conflict management – oversee Mobile Operations Officers ensuring this task is completed each day
Maintain records of incidents and detail learnings from events ensuring risk assessments and protocols are updated accordingly
Provide oversight of Security operations ensuring adequate and appropriate provision is in place for each vaccination or other event under Operations Support supervision
Provide on-site management to direct reports and any other NHS/volunteer/security team members as appropriate making sure to act as a role model and leadership figure representing the City & Hackney Public Health Team
Provide and facilitate on-site logistics to vaccination and other covid related events and ensure equipment, consumables and vehicles are in the right place at the right time
Provide operational support to the NHS CCG operated Local Vaccination Sites
Be responsible for covid infrastructure management across City & Hackney ensuring council loaned equipment is maintained and external organisations have adequate support from the LA
In the event of surge testing activities commencing in LBH or CoL provide operational management and support under instruction from the Covid Logistics & Operations Manager
Provide and facilitate operational support to the self-isolation project and Local Contact Tracing teams
Facilitate the on-site provision of community collect test kit distribution
Ensure that processes comply with associated current legislation such as the Freedom of Information and Data Protection Acts.
Operationally develop partnership relationships and functions required to provide effective service during scale up situations (i.e surge testing)
Manage any supporting services by ensuring Service Level Agreements are implemented, applied and monitored.
Participate in the provision and content of any advice to internal and external bodies relating to Health Protection Operations Support taking into account the current policies of City & Hackney Public Health.
Supervise contact with the public and other interested groups or bodies.
Maintain good working relationships with internal and external partners, community, volunteer and faith organisations including sharing information about Health Protection Operations Support and best practice
To be accountable to the Covid Logistics & Operations Manager for achieving agreed service outcomes, service deliverables and personal appraisal targets.
Must be able and willing to work flexibly and on rosters for evening and weekend work when the demands on the function/community events dictate (as reasonably appropriate)
