SW Locums require the services of a Mental Health Assessor Level 2 Section 12 Doctor to be able to undertaken (DoLS) assessments for 4 days a week.

Required Locations – Northwich, Cheshire area Scarborough area Bridlington area Hornsea area Newcastle and Sunderland area Rotherham area Rugby area

Requirements of a Doctor’s Capacity Assessment re DoL CoP applications

  • The Doctor must be a registered medical practitioner, either
  • The General Practitioner of the person to whom the application relates or
  • A Psychiatrist.
  • The Assessor will work to professional standards and have the ability to liaise effectively with People, their families/carers and professionals.

The Assessor must have the following training, experience and knowledge:

  • A DBS certificate;
  • Experience of undertaking assessments;
  • Detailed knowledge and understanding of the MCA and DoL(S);
  • Knowledge of current case law relating to DoL(S); and
  • Knowledge and understanding of disability and ill health and its impact.

The Provider shall supply the following updated information as required by the Council for each Assessor:

  • Professional Indemnity Insurance;
  • DBS Certificate Number and Issue date; and
  • A passport photograph (for identification purposes).

Purpose of the Service

The purpose of the Service is to carry out the following assessments;

  • Determination of whether there is an impairment, or disturbance in the functioning of the mind or brain; and
  • An assessment of capacity

These assessments are required to meet the Council’s statutory obligations under the Mental Capacity Act 2005 (MCA).

Location
The Service will be provided primarily in North Yorkshire but may be provided in any geographical location as agreed with the Provider.

Assessments
The Council will contact the Provider to allocate these assessments on a case by case basis with the following information:

  • The type of assessment(s) required;
  • The location of the assessment;
  • The required timescale for the completion and return of the assessment.

The Provider will confirm within 24 hours whether they are able to carry out the  Assessment.  By agreeing to carry out the Assessment then the Provider is agreeing to the stated timescales.

The Provider shall carry out the Assessment on behalf of the Council in accordance with the MCA and Court of Protection requirements associated with DoL.  This will include, but is not limited to the organisation and management of visits to the person the DoL applies to, professionals, family members and carers and detailed analysis of care plans and records.

The Provider will keep full and accurate records of the time spent in carrying out the  Assessments.  The Provider will use the Court of Protection form 3, completing Section 7.  The Provider will submit completed forms by secure e-mail to the address provided by the Council within the agreed timescales.   Assessments will be clear and concise and suitable for use in court.

The Provider will be expected to carry out all work in a manner that is safe and without risk to their own health and that of any other person who may be affected by their actions or omissions.

The Provider will monitor their performance to ensure that the Service meets the requirements of the Agreement and best practice.  The Council reviews the right to review performance of the Provider.  The Provider will respond to any concerns that the Council identifies.
