SW Locums are looking for a Senior Procurement and Contracts Officer,  to work within a team of Public Health staff to support the Director of Public Health to improve health outcomes and reduce health inequalities in Hackney and the City of London.

The role will be based within the Public Health Commissioning team, where you will take a lead on procurement related activity carried out by the team. This will involve working with members of the wider Public Health service within Hackney Council and (where relevant) the City of London Corporation. Contract management will also be an important part of the job and you will be expected to carry out contract monitoring alongside the wider Public Health team. Ideally, you will be an experienced procurement professional with experience of contract management.

Essential Experience

  • An understanding and knowledge of the NHS, Local Authority, primary care and voluntary sector provisions relating to the commissioning and delivery of public health services.
  • Experience of commissioning, establishing and operating contracts and service agreements
  • Experience of managing projects that have achieved objectives and successful outcomes, from inception to completion using a range of project management methods
  • Experience of planning, managing and monitoring programmes of work
  • Experience of using IT to produce reports, analyse information and make recommendations for decision making
  • A knowledge and understanding of the operations of local government including the current financial, legal and political issues facing sector management
  • A knowledge and understanding of the challenges posed by providing quality public health services in a multi-cultural inner city area
  • Previous experience of public sector procurement

To work with the Public Health Commissioning Manager in order to:

  • Maintain an effective contract management system, ensuring that appropriate action is taken to achieve performance targets and control spending.
  • To contribute to the strategy for the commissioning of public health services
  • To contribute to the development of service Specifications and Method Statement questions
  • To manage the process for medium and low risk procurements, ensuring that progress is maintained and risks are appropriately mitigated.
  • To support the delivery of a procurement and contract management staff development programme.
  • To provide timely and appropriate advice on procurement and contract management best practice.
  • To provide a professional project management support function to facilitate effective strategic commissioning processes.
  • To develop and maintain effective working relationships with all stakeholders across the relevant organisations.
  • Draw up a range of agreements for services using appropriate standard forms of contract where appropriate, adapted to meet the specific requirements of each service.
  • To ensure that any procurement is undertaken in accordance with the Council’s Standing Orders and Procurement Code of Practice, relevant legislative requirements and the Council’s service priorities.
  • To draft a programme timetable taking into account the requirement of each contract, having regard to the Public Health priorities and ensure that the timetable is adhered to or adjusted to reflect changes or new developments, making sure that all relevant parties are informed of necessary changes.
  • To identify where appropriate the Tender Panel for each contract to be re-procured (to include operational managers and specialist advisors including legal, financial, health and safety, and equalities advisors, as required).
  • To facilitate moderation meetings and contribute to the scoring of bids.
  • To place contract notices in the press and the Official Journal of the European Communities as required.
  • To oversee and co-ordinate the timely production all documents necessary for the tender and/or contract award process, including terms and conditions of contract, service specifications and performance standards, and to liaise with members of the Tender Panel to ensure that service requirements promote Best Value.
  • To act as the key contact point for all tender queries, liaising with members of the Tender Panel as required.
  • To co-ordinate the evaluation of pre-qualification questionnaires and tenders by the Tender Panel.
  • To keep a complete and accurate record of each procurement process and the programme as a whole and ensure that the Public Health Senior Management Team is updated regularly and as and when required.
  • To draft committee reports dealing with the selection of bidders or the award of a tender on behalf of the Tender Panel. Where these elements form part of a wider report, to draft those elements of the report that relate to procurement.
  • To ensure that appropriate monitoring information to measure the quality of the service is included in the contract.
  • To ensure that information concerning contracts let is passed to the relevant officer for entry in the Contracts Register.
  • To observe and co-operate fully with the Council’s operational and service policies, including equal opportunities and health and safely.
  • To assist in the maintenance of effective systems for financial management across the service area.
  • To deputise for the Public Health Commissioning Manager as required.
